Step 1
Download this picture : EYE , or you can use any picture you have on your computer.
Step 2
Create a new layer & using the Pen Tool (P), or any selection tool you prefer ,select only the eye :
Step 3
Fill the selection with the color that you want .
Step 4
Go the layers window, and change the layer option Option to OVERLAY
Step5
Reduce the opacity to 60%
Here is the new Eye color, i hope you enjoyed .
